Sept. 3, 2013 — -- intro: The federal gasoline excise tax rate is 18.4 cents per gallon. States then add their own taxes and fees. The American Petroleum Institute's July 2013 review (done quarterly) found 19 states with combined gas taxes and fees higher than the national average of 49.4 cents per gallon.
